Meet Our Team

Real Estate Management's San Joaquin Valley Chapter.
Mr. Chubick was selected as the 1988 and 1989 Manager of the Year by the
Institute of Real Estate Management-San Joaquin Chapter. Mr. Chubick is
an accredited instructor for the Institute of Real Estate Management and
has taught property management at Fresno City College. Mr. Chubick has
served on the Governing Council for IREM National and is one of only 32
people nationally to hold the Institutes Professional Achievement Award.
Rosemary Walter, HCCP®, AHM®, is the Executive Assistant for Buckingham Property Management and has been with the firm for over 10 years and holds a Bachelor of Arts degree in Liberal Studies from California State University, Fresno. Rosemary assists the President of the firm in day-to day operations. Rosemary Walter is responsible for supervising, training and overseeing the Housing Compliance Department overseeing nearly 4,500 affordable-housing eligible units spread over 60 properties receiving funding in affordable housing programs including but not limited to California Tax Credit Allocation Committee (CTCAC), Housing Urban and Development (HUD), State Bonds, USDA Rural Development, or HOME funds. Rosemary has kept her education and certification current with these programs. She has received advanced Tax Credit certification this year from CTCAC and holds a Housing Credit Compliance Professional (HCCP®) designation from the National Home Builders of America, along with the Assisted Housing Manager designation from National Leasing Housing Association. Kay Yang is the Occupancy Specialist for Buckingham Property Management and has been with the firm for over three years. Kay is responsible for auditing and approving all affordable applicants/tenants prior to initial occupancy and recertification thereafter. Kay is currently in the process of obtaining her HCCP® designation and has had extensive training in affordable housing programs including but not limited to California Tax Credit Allocation Committee (CTCAC), Housing Urban and Development (HUD), State Bonds, USDA Rural Development, or HOME funds. Lois Taylor is the controller for Buckingham Property Management and has been with the firm since 1995. She entered the property management industry in 1991 right after she received her Bachelor of Science degree in Accounting from Fresno Pacific University. Lois leads the accounting team which consists of three bookkeepers and one assistant controller. Her goal is to maintain the most accurate financial records for our clients and distribute financial reports in a timely manner. The financial reporting provided by Buckingham includes the annual audit coordination with CPA’s, quarterly reports, rent rolls, monthly financial statements, annual personal property statements via form 571-R to applicable county governments, plus many other smaller, customized reports. Buckingham strives to maximize interest earnings on surplus funds. We have relationships with several banks which gives us many FDIC insured banking product options to choose from. Candy Hopkins is an Area Manager and has been
with Buckingham Property Management for over five years serving primarily
in the Fresno/Clovis area and also overseeing properties in Kings, Mono,
Kern and Contra Costa Counties. Candy’s portfolio consists of
15 properties, with a total of 2127 units, including 3 properties in
“Lease Up” or newly constructed properties in the process
of becoming occupied. Candy oversees a staff of 61 members. |
