Buckingham Property Management is a specialist in the professional management of residential real estate. We concentrate all of our time and resources on managing our clients‘ property without diverting resources to brokerage, syndication, or development.

What We Manage
Since 1974, its founder Paul Chubick managed a broad range of properties throughout California while developing a special knowledge of residential properties in cities both large and small of the central San Joaquin Valley. Buckingham currently manages over 5,000 units in a wide range of conventional and compliance apartment communities. Buckingham Property Management has extensive experience in working with clients to develop new sites and successfully complete the rent up process quickly.
Compliance
With over 30 years of experience with specialized housing programs such as Sec 42 Tax Credit, RD 514-515, HUD, HCD, AHP, Bond and CalHFA; Buckingham has the proven track record to handle the complexities of regulations and requirements that are an ever increasing burden in residential properties. Buckingham Property Management has extensive experience with the initial lease up, rehabilitation, and ongoing operation of Conventional-Compliance apartment projects throughout California. Expertise in quickly achieving and then maintaining high occupancy at competitive rents combined with strong cost control and economy of operations has resulted in outstanding satisfaction by our clients.

Meet the Executive Team

Rosemary Lynch has over 17 years of experience with the multi-family industry and apartment management in particular. She holds a Bachelor's Degree from Fresno State University; a California Real Estate Broker's License, is Green Certified and holds the HCCP Designation in Low Income Housing Tax Credit Compliance. She is a candidate to receive her Certified Property Manager designation through Institute of Real Estate Management (IREM). Rosemary Walter has extensive experience and knowledge in the compliance, budgeting, and operation of various Multi-Family Housing programs. Jeanne Vaughn has over 12 years of experience in the multi-family industry. Her focus has been on the financial operations and pro formas of multi-family real estate developments. Jeanne earned a Bachelor's Degree in Business Administration, Finance Emphasis from California State University, Fresno and also has her Broker's License from the California Department of Real Estate. Lois Taylor has been with Buckingham Property Management for over 15 years as our Controller. She has a Bachelor's Degree in Accounting and extensive experience in audit requirements for the Multi-Family industry. Lois works with the overall financial review of the Accounting Records for all properties under Management with our various clients. Karen has a Bachelor Degree in Accounting from Fresno State University and has been with Buckingham Property Management for several years. Karen is responsible for the operation of the bookkeeping department on a day to day basis. Karen also works extensively with the various accountants and auditors of our clients. Kay Yang heads up the Buckingham Property Management's Compliance Department and supervises both the Main Office Compliance Staff and works with the various regulatory agencies that are involved with many of our managed sites. Evelyn has been with Buckingham Property Management since its start of operations in 1982. She oversees a statewide portfolio of properties through a staff of Regional and Area Managers. She holds a California Real Estate Salesman's license. Evelyn has extensive management experience in both the physical and daily management operation. Nathan has been with Buckingham Property Management for 22 years and serves as Regional Property Manager over several area managers statewide. Nathan has extensive prior experience working in the construction of apartment complexes, prior to moving into Property Management. This construction expertise brings great knowledge and experience in the optimum way to maintain and improve the physical aspects of the properties we manage. Kathy Taylor has over 10 years of human resource experience. She holds a Bachelor's Degree from Brooklyn College. Has over 10 years of accounting and customer service. Kathy supports our employees at both the corporate and site levels. She is responsible for the day-to-day operation of the department, including payroll and benefit administration, performance management, workers' compensation and employee orientation. Paul Chubick, Founder of Buckingham Property Management. He had over 35 years of Property Management experience operating all types of rental apartments. Paul earned his professional designation of Certified Property Manager (CPM) awarded by the Institute of Real Estate Management (IREM) over 30 years ago. Mr. Chubick was an accredited instructor for several of IREM's Courses and has taught property management at Fresno City College. He had been active in various professional organizations including IREM, California Apartment Association, and California Council for Affordable Housing and was a member of the National Faculty for the Institute of Real Estate Management and holds the HCCP designation from the National Home Builders.
